Kejriwal asked AAP leaders to engineer split in Congress

In a sensational revelation, former AAP MLA Rajesh Garg released an audio tape which claimed AAP chief Arvind Kejriwal had encouraged his party leaders to split the Congress legislature party and manage support from outside to form government in Delhi just before the House was dissolved after the Lok Sabha elections.

Garg claimed Kejriwal had engaged his lieutenants including Manish Sisodia, Sanjay Singh and other top leaders from the party to get the job done. At the beginning, their motive was to persuade the Congress legislators to support an AAP government from outside. However, after Congress party high-command refused to oblige, Kejriwal instructed his colleagues to try to split the Congress legislature party and manage their support at any cost.

Kejriwal asked party leaders to engineer a split in Congress legislature party and manage support from outside to form govt. However, he had not offered money. Should this be called horse-trading?
